The Department wishes to advise all ISPs interested in applying to participate in the Australian Broadband Guarantee program that applications for the recently announced second registration round must be received by the Department by 5.00 pm AEST on 2 October 2007.
Broadband Internet service providers are invited to apply for registration in the second registration round for the Australian Broadband Guarantee 2007/08. Providers registered under the Australian Broadband Guarantee are also invited to apply to introduce new Service Solutions, Service Plans or Service Areas.
The Australian Broadband Guarantee Guidelines and Application Form and Info Pack are provided below for information. The Info Pack offers additional guidance on how to complete the application form.
All Applicants must complete the application form and submit it together with all accompanying documentation to the Department. Complete applications for the second Registration Round must be submitted by 5.00pm AEST on 2 October 2007.
The applicant must provide two complete, unbound, signed and dated copies of the application and accompanied by one complete electronic copy on CD-ROM or DVD-ROM. Applications received by e-mail will not be accepted. Electronic documents must be provided in a Microsoft-compatible format or be accessible using Microsoft tools. Geo-spatial information such as maps should be provided in MapInfo TAB file format.
The Department will advise applicants by email on the receipt of an application. If you have not received an email acknowledgement by 4 October 2007, please contact the Department immediately at the address below.

The Australian Broadband Guarantee Guidelines have been revised to incorporate the changes to the Broadband Service Locator and the new Attestation processes.
A number of other changes have also been made to accommodate previous clarifications issued by the Department.
The Department has also released a sample Funding Deed for information of Providers and Category A ISPs that may seek to apply in any future Registration Round.
The Department has announced changes to the Broadband Service Locator (BSL) and Customer Attestation processes used under the Australian Broadband Guarantee commencing 14 August 2007.
These changes, foreshadowed in Section 2.4.1 of the Australian Broadband Guarantee Guidelines(the Guidelines) issued on 22 June 2007, have been designed in response to consumer and Provider feedback and Government audit requirements. A copy of the notice sent to registered Australian Broadband Guarantee (transitional period) Providers and the flow chart for the operation of the Attestation Process issued on 8 August 2007 are available for download.
Under the new arrangements, Customers, or any person acting with authority of the Customer, will now be able to submit Customer details on the new Broadband Service Locator, which will set in motion a process that will ultimately lead to Customers being able to connect to a broadband service of their choice.
The new arrangements do not change the eligibility criteria of the ABG but will replace the processes for determining eligibility outlined in Section 2.4 of the Guidelines from 14 August 2007.
