Policy Background
In 2003, the Australian Government accepted recommendations 8.1 and 8.2 of the
Regional Telecommunications Inquiry (RTI) obliging Telstra to maintain a regional, rural and remote local presence plan and an ongoing local presence in regional, rural and remote Australia.
The Australian Government’s response to the RTI
Telstra’s Carrier Licence Conditions (Telstra Corporation Limited) Declaration 1997(Amendment No. 2 of 2005), (the licence condition) commenced in early August 2005 obliging Telstra to maintain an ongoing local presence in regional, rural and remote Australia. This implements the response to recommendations 8.1 and 8.2 of the RTI.

The RIS examines the rationale behind the local presence licence condition and the impacts of the Australian Government’s decision to require Telstra maintain a local presence.
Written guidance was provided to Telstra specifying matters to be addressed in Telstra’s planning and development of its local presence plan.
