Review of the Universal Service Obligation and Customer Service Guarantee

The review will look at of the operation of the Universal Service Obligation (USO) and Customer Service Guarantee (CSG) as required under section 159A of the Telecommunications (Consumer Protection and Service Standards) Act 1999 (the Act).

The key focus of the review will be the operation of Parts 2 and 5 of the Act and whether they best promote the objects of the Act and of Part 2 (as set out in section 3 of the Telecommunications Act 1997 and section 8A of the Act). The review will also address two specific recommendations of the Regional Telecommunications Inquiry that relate to the current arrangements for costing and funding of the USO and whether network extension and trenching costs are impeding access to USO services.

Written submissions closed on 6 February 2004.

The reporting date for the Review has been extended, and it will now report by 7 April 2004 and shortly thereafter the report will be tabled before both houses of Parliament.
