Options for structural reform in spectrum management - discussion paper 2002 and submissions to date

This paper discusses current arrangements for spectrum management and, in particular, considers whether changes in the respective roles and responsibilities of the Australian Communications Authority (ACA) and the Australian Broadcasting Authority (ABA) would be likely to lead to efficiencies or other improvements in spectrum management.

Comments are sought on:

  • the relative merits of the above options and any other options related to the roles and responsibilities of the two organisations;
  • whether there is merit in separating the radiofrequency planning function from the broadcasting content oversight function; and
  • any other options to improve the effectiveness of regulation of communications services.

Following consideration of submissions, the Government will consider whether any changes to the current arrangement are desirable and what, if any, legislative amendments or transitional arrangements are required.

Public submissions on the discussion paper were sought by Friday 6 September 2002.
